Default Newbie with ? on VR function

Can someone please explain when to use the VR function? Most of the time would it be in the "off" position? Use it for slow shutter speeds and when using a long zoom? And if you do need to use it, must it be turned off before you turn your camera off? Thank you for helping a newbie to the world of DSLR!

The only reason to turn VR off is when the camera and/or lens is mounted on a tripod or other fixed structure.

With the VR switch in the ON position, VR doesn't actually do anything until you press the shutter button halfway, so it's ok to leave the VR switch in the ON position as you turn the camera on and off.

What you shouldn't do is turn the camera off or remove the lens from the body while pressing the shutter button (halfway or otherwise.)
