My guess, based on what happens when a lot of geese congregate, is that the joke was on the ground below the pelican and Steven chose not to include it in the photo.

Thanks for the comments guys.

I have to admit that pelicans are my favorite birds to photograph. They are so ugly that they are somewhat cute, and they can be real clowns sometimes. I have dozens of pelican shots.

There's something about the way they fly where I really enjoy watching them. Their wings move very slowly and they're large birds, so you just don't expect their flight to be as graceful as it is.
