Default Oly C-740 UZ, Shutter Problem

Good Day!

I was just wondering, the Oly C-740UZ can handle exposures up to 16sec. in manual mode right? Recently, I couldn't get the camera to go beyond 1sec. in either Aperture priority, or even Shutter priority! I would focus it in low lighting, and in Program mode, it would automatically adjust shutter speed to around 4sec. or greater. Now it would just go to 1 sec. and would signal underexposure.

Is this a defect of some sort? And if so, I'm thinking of getting a replacement right away, unless I should do something. Neither manual has helped.

There may be other ways, but here's how I found how to go to 16 sec. shutter:

You have to be in full manual.
First go to the Menu mode, then Camera, then A/S/M, then select M.
Get out of the menu mode then select A/S/M on the dial on top of the camera.
You can now set Shutter and aperture via the Up/Down, Left/Right buttons around the Menu button.

That's the way it's designed...they figured that only the more experienced will want those shutter speeds, and at that point you have to control it manually anyway.

I've arranged for my unit to be replaced tomorrow, together with my purchase of a 256mb xD card. I have tried to go to full manual yet when I try to change the shutter, it wouldn't pass 1sec! Annoying because I have made about a dozen shots already at various shutter speed slower than 1sec.
