Default C 4000Z - focal lengths not quite right?

The specs for the C4000z indicate a zoom range of 6.5mm to 19.5mm, a 3x ratio.
In reality, my C4000z has a range of 6.8 to 19.1, about a 2.8x ratio.
Olympus tech support advises me that this is normal, although it strikes me as odd that nowhere in the specs does it suggest that there is an acceptable variance in the zoom range.
What are other C4000z users getting?

Now how in the world did you arrive at those exact figures of 6.8 - 19.1?

You seem surprised. I looked at the EXIF data. Am I misunderstanding something?
