As far as inexpensive compact P&S's with some manual control, this is what I've narrowed things down to.

Based on reviews I've read, the A520 is good in low light but is slow in recharging the flash. Check the low light test.

The D-595 reviews suggest it is faster but I'm not certain about the performance in low light.

Can anyone comment on this?

What about extrapolating low light results from the Stylus 500/600 results?

Something else I should add is the D-595 ($125 Canadian, Olympus ebay store) is close to half the price of the A520 ($225 Canadian).
