I wonder, is the ISO setting firmware related or compacity of the hardward?

400ISO setting ain't much I could use like 800 or 1600 eheheh on this panasonic FZ10 model.

I think it is both; Because the CCD on the FZ20 is still a fairly noisy one (compared to the DSLRs), it isn't much use to include higher ISO values; you'll end up with a grainy piece of artwork instead of a nice photo. But, for the once in a lifetime opportunities, it would indeed be nice.

Whatyou coulddo, isgo for shutter prio, take a shutterspeed that will allow for a sharp pic, and lighten the whole thing up afterwards. But that comes with a lot of noise just as well. Guess we'll have to wait for a less noise sensitive CCD...
