Default TZ7 (DS3): do the 'optical stabilizer' and 'pre AF' settings degrade quality?

Hi!

I see posts recommending to turn the 'optical stabilizer' and 'pre AF' settings OFF on the TZ7, in order to improve image quality when using a tripod, for example. I'm not sure how these two degrade quality though - anyone knows?

Cigaro-

The statement, at least regarding image stabilization is correct. When the camera is on a tripod. the action of the IS can cause a very small amount of camera movement due the IS system at work.
