Anybody care to explain how to do something like this (color on b&w background) in photoshop? I've been trying to figure it out for awhile now but I wasn't sure what to search for on the forums...does that have a specific name?

Rather than 'paint in' you can mask the area you want to keep in 'color' and then change the rest to b&w, then combine the layers. I'm sure there are other ways.
