I use Photoshop Elements 3. It costs around $99.00 and does everything I need. I'm not sure if it works with Windows ME or not, but using Neat image and some sharpening program should help a lot. The levels tool in Elements is very useful, too, along with the highlight/shadow tool, among many other things once you start using it.

Yeah, elements 3 is the one I've been hopeing to get, but I've been told that it won't work with windows ME. I've been trying to convince my husband that we should get a new computer, but no luck so far. :G
