I have an FZ-20 and I have been able to get very nice handheld shots at full zoom. OIS is very nice, but if you are unable to steady the camera somewhat, it will still be a blurry image when you are zoomed to 400+ mm, no mater what camera (or how much it cost) you use.

As someone already said, if light is good, and you can attain a reasonable shutter speed, then you will be able to get some nice shots. Anytime my shutter is below 1/250 or so, I have to use some way to steady the camera or a monopod at the very least.

My brother on the other hand must have antifreeze for blood, as he gets incredibly steady shots in very poor light with large zoom values and shutter speeds as low as 1/60. Go figure!

Sometimes more money does not mean better, and from my limted digital cams experience, I believe that the OIS system in the FZ series is close to as good as it gets for anything under a couple of thousands.
