In the US the Editorial Photographers site http://www.editorialphoto.com/copyright/ has a lot of information on copyright and image theft.
Or the Profesional Photographers of America http://www.ppa.com/i4a/pages/index.cfm?pageid=16

In Canada the Canadian Photographers Network http://www.canphoto.net/ has business related forums which include topics like the recently passed bill C60 that has Canada join the World Intellectual Property Organization (WIPO) and finally give Canadian photographers ownership of their own work.

Other orginizations exist in most countries to handle the same issues.

To find out what kind of prices you are talking about you can play around with the demo version of fotoquote http://www.fotoquote.com/Pages/FQOverview.html

For example an non-exclusive rights image used on a 1/4 page brochure with a 5k-10k print run should bring the image owner about 600$

Images are a hot commodity with lots of cash at stake (Just talk to Bill Gates who owns CORBIS http://www.corbis.com/ ).
