I have a short movie and want to take a frame or two from it and see if I can make a picture from it. Is it possible?Can I do it in the camera or using Elements?

I am no expert on this but if its adobe premier elements you have, yes you can ...also if you have Quicktime Pro I think you can do that also...other wise you need to convert the file to mpg or avi and then you can, but bear in mind, its a small picture.

Maybe someone can give a better answer.

I just want to make sure you understand it is not Elements 3 but premier elements which is a video editor and you would just copy one frame to the hard drive and then open that in a photo editor. and do what you want to do to it.
