Well then again with that long a focal lenth wide open might be a DOF issue (even center spot AFwouldn't differentiate that and likely he is just moving more (he is balancing on a wire in a crosswind) relatively than the flag as well as smaller/slimmer target...

And again that is 1/60 at 675mm after all. (11.25x the 1/FL rule)

Also where are you seeing the sensor dust.... the blob below one of the lights..... that is just an out of focus seagull (note the nearer one wings spead across the light), as is the one above the palm tree..

No shortage of them in that area. (Same place below)

And this shot JUST matching the normal MINIMUM (MIGHT be OK) 1/FL rule) Though some of the gull wings beating faster than 1/180th.... zoom on anything else.

Like I said the one above the palm IS A BIRD, and likely so is the other more distant....they are ALL over that waterfront area especially at sunset.

EDIT.... OK we are BOTH right.... the one at the top is dust... now gone (thank you)...
but the other (above palm) is a bird... as it is in none of the even immediately following shots.
