Hungry Valley (just off of I-5 near Gorman, top of the Grapevine)is a whole lot cheaper. I tried to verify their prices but it seems like California's state park's website is short of information when it comes to OHV areas. I'm pretty sure it was $6.00 when we were there last (think that was over a year ago). It has both open terrain for dirt bikesand trails, along with two practice tracks for bikes (and one for 4x4s)and pretty scenery. It also provides access to part of Los Padres National Forest that is really nice, though closed this winter due - the Day Fire burned through part of Alamo Mountain and they'll leave it closed until they finish either mitigating the damage or they deem it is safe from snags and hanging deadwood, and that vehicles won't cause additional erosion problems. It could be awesome this spring, if the wildflowers will cooperate.
