Default HELP -- PhotoShop Elements 9 problem

Hi fellow Pentaxians. Hey, I tried to get some response on the PhotoShop forum, no real help there... so I am asking you. I have a problem with my "Diffused Glow" filter. If I add any "glow amount", all I get is this terrible blue, instead of white. I tried uninstalling, even twice... even using registry edit to rip out any entries for photoshop... but still the problem persist. Any advice? Below is a sample of the problem. Try setting the background color to white,
