I always resize to about 700 pixels across if horizontal and then try to compress to somewhere around 100-150Kb file. I've compressed using 5 or 6 with Photoshop (the 1-12 scale), which makes a smaller file,but have found that sunsets and sunrises get all washed out when you look at them with a web browser. Figured someone looking at a photo bb would rather see better quality pictures and wait a bit (or the thumbnail) than to look at something with poor quality due to compression. I do have high speed internet (it's actually wireless provided by our local ISP, believe it or not) since we're too far out for DSL. It worked out much cheaper than getting satelite internet service (i.e., Directway), our only other option.
