I do like Rodney's edit, and I understand where the judges are coming from on this issue. It sounds as if they are a bit prejudiced, but trying to be fair, as they understand it. A selective blur can be done in a wet darkroom, but is not terribly common. Something like a spot filter is fairly common, and may be better accepted by the judges, especially if you consult them beforehand about it.
