Looks dark and the front of the boat is cut off. Image has a heavy blue tint as well.

For me, the main interest in the photo would be the people on the boat, but their faces are too dark to make out. A little pseudo HDR and color cast adjustment seem to be in order. Here is my take:

Agree with previous comments.

-Front of boat is cutoff. nothin you can do about that except retake.
-very dark. Rather than brighten the whole image I would selectively brighten the subjects.
-sharpen, it feels a little soft.
-contrast & midtones/levels, make the subject jump out a bit more.
