idk if the angle of this shot detracts from it but i was tryin to do the cross frame deal.

I think the angle does take away from it somewhat. I found my head tilting to try to view it regularly, and even flat looks like a pretty decent photo, so I don't think the angle gained you anything here, but I like the overall idea. Maybe a little more attention on that building in the background as well, it stands out nicely against the car lights.

i like the angle.. though i think getting a little closer to the cars would make the streaks more prominent and thus maybe give the shot a little more impact.. still, the angle makes this shot for me, without it i think it would be boring..

Also found the angle a bit awkward, but then looking at it again would it not be better with the diagonal going the other way ie lights in top left hand corner & building lower right?

I don't think there is enough in the shot to make it interesting so the angle really does not matter. If there were more buildings across then I think it would be an improvement.
