Looking at the "her left hand" and color of the clothing directly across from that hand, color in top left corner of image compared to right, unless the light is coming through a colored glass pane, I have no doubt the color of this image is photoshop or other editing software.

looks like there were two flashes with gels on them, cant tell if that was done in pp or not?

When I resaturate the image, and then alter the hue, an almost normal image results - Yet as Widow Maker points out, those green hands were "made" and not part of any saturating process. Now the OP has ME wondering how the image was made...

the guy may have selectively colored the image also.

But i do believe it may have been on site lighting with colored gels.

Could be gels but looking at it closely there are quite a few places, based off surrounding area, that you would expect to have the same blue/green hue and they don't.
