I use the "multiply" option in the blending mode in PSE which results in deep color saturation. The amount of the saturation can then be adjusted using the opacity control. On skies, using the blending mode on an adjustment layer I am able to simulate the saturation effect of a CPL rather nicely. This technique also works to save overexposed images. If you select the "screen" blending mode, you can salvage underexposed images as well.

Thanks I'll look into doing that, as I do have a couple of pictures with no sky color that need work.

The polarizer shuts out all the light coming in, except for that in which the waves are oriented with the polarizing filter. So you'll get a different level of darkening for different parts of the sky. A really wide lens will do this pretty noticeably.
