Looks slightly underexposed and the background is a bit distracting...

I'm going to [strongly] disagree.

The exposure is darn near perfect to keep from blowing any highlights other than a a few brighter white areas inside of or close the water droplets, and the background is well isolated from the foreground, especially considering the brightness difference between the foreground subject and the darker background elements (as the eye is usually drawn to the brighter areas of a photo). Also, if the exposure was any brighter, the now "muted" background elements would have been more obvious.

The composition is also superb, with the eye being drawn up from the bottom right corner into the larger elements on the left side with the red color in it, with really great placement for the main elements with the larger water droplets and red portion standing out, with an almost 3D look to the image.

IMO, it's an absolutely fantastic capture, and [very] well deserving to be a Steve's POTD winner. Given the detail, composition, exposure and much more, it really "stands out from the crowd", and I see it as a very exceptional image.
