After the 5-second-"Stop/Reset", is it possible to have the ink monitoring resumed? (for PGI-8 and CLI-5)

If you want the normal Canon monitoring you will need to either:
  • Install new Canon OEM (original) cartridges[/*]
  • Buy a chip resetter (redsetter is one brand name) and reset the chips[/*]
or if you just want some kind of ink monitoring you can look for something called "Inkmon" which does some rough calculations based on what you print and warns you when the ink "might" be running out.

Personally I would recommend you get a redsetter and use that, unless of course you're using a CIS, in which case you won't need ink monitoring anyway.
