If when making a 13"x19" print, with the original file size the resolution is 170ppi, when 200ppi minimum is desirable for the Epson 1270. Which is the lessor evil:

!. Resample to get above 200ppi.

2. Go ahead and print at 170ppi.

My preference is to keep it above 240, and I normally upsample to 300 for printing.

I used to use Genuine Fractals but have found using the Photoshop CS 5% stepped upsampeling method to work very well.

I created an action to repeatedly upsample five times at 105%
and another action to call the first upsampling action four times.
Do your unsharpening after the upsampling.

I find it works very well for raw images from the 20D.
