I've been playing with some free trials at various photosharing sites and noticed some differences in the resized image quality. For instance, my resized landscape photos looked distinctly softer on Pbase than on Smugmug. (Does Smugmug apply a sharpening filter in its resampling algorithm?) Personally I think the Smugmug images looked better than the Pbase ones - the extra sharpness worked for me.

Does anyone have views on which photosharing sites have the better image quality?

Each server resize application have their own algorithms. The best server algorithm I am aware of is ImageMagick, which is also the most common one used for galleries and discussion boards. ImageMagick can easily be integrated with a server and a small PHP script can control the resizing. ImageMagick is a free server plugin which runs under the GPL license.

Resizing images down doesn't require sophisticated algorithms. I would think there is only a difference based on the JPEG compression vs sharpness tradeoff.

On ourdoings.com photos are resized using 75% quality using NETPBM. Of course if you shrink your photos to a web-viewable size yourself, exactly what you upload will be what people see.
