When Pyramid scaling was introduced it was described as being better than vector scaling for high levels of upsampling (800%) is there a crossover point below which vector scaling is usually better, or is pyramid scaling better at all multiples?

Pyramid is always better, but below about 200%, you are unlikely to notice much difference between vector and pyramid.
