With the Sony A200 has IS in the body, can a non-IS or VR lense be used and still get clear pictures.I will be taking images mostly from 300 - 500 range for birding/wildlife.

There are no lenses with stabilization built in for use on a Minolta or Sony body.

*All* of your lenses become stabilized, so there's no need for stablized lenses. ;-)

Depending on your budget, I'd look at the Minolta 100-400mm f/4.5-6.7 APO Autofocus Lens (usually in the $500's used), or a Sigma 50-500mm f/4-6.3 EX DG Autofocus Lens (around $1000 new).

Here's an album you may want to look through. Gil (the photographer) took all of these images using a hand held "Bigma" (Sigma 50-500mm) with a Sony A700. He's got multiple pages of bird images (including Birds in Flight) in this album.

If you run your mouse cursor over the right side of an image, you'll see a menu choice for "Photo Info" (which will tell you the focal length, aperture, ISO speed, shutter speed).
