:? is it necessary to have IS for outside sports such as football or baseball or is

The IS will be of no practical use for outdoor sports. In fact, it won't be much use for any sports. But it is great for hand-holding in low light for other types of shots (portraits, etc.) But your shutter speeds outdoors during day should be well over 1/500 and even night football games you should get 1/320 or better.

For me it wasn't worth it - in fact I ended up getting the Sigma 70-200 2.8 - at $720 it's $400 less than the Canon and still a fantastic lens. I plan on getting the 120-300 2.8 ($2000) before next fall's sports. If you're going to shoot primarily sports such as football and baseball you may want to seriously consider the 120-300 instead. A 200mm lens even with the crop factor is short for football especially.

I agree with John, the IS is not really needed for sports, camera shake is not a real problem, being out of focus is:-). Seriously go with the lens you can afford I use either a Sigma 70-300 f/4.5-5.6 zoom or a Sigma 170-500 f/4.5- 5.6 (I think ) zoom for baseball and soccer. Although like any of us addicted to photography I am always looking to upgrade. I also agree with John and the 200mm, I also think it is a little short for football but you also should know the location you are taking the pics and can decide if the 200mm can bring you close enough. Just to expand on the previous comments. If you are shooting slow enough that the IS comes into play, you are shooting too slow for the action. By the time you are shooting at 1/200 or less, you will be getting significant motion blur from the players' movement, no matter how still your lens is.
