There's several ways, but the quickest is to get an action from the Adobe Studio Exchange:

I usually just go to adjustments, hue and saturation and colorize the photo, selecting the color I want. Then you can go into levels and play in there.
If you want to add som scratches and such, use some brushes. You can get them at the adobe exchange or just do a google search for Photoshop brushes. |
