I have created some mpeg files on my computer. Can I freeze one and convert that frozen still to a jpeg still?

Play your MPEG with VLC Media Player. It has a "Snapshot" function.

The default capture mode is PNG, so you'll have to switchthat to JPEG.

Try Virtualdub. It's a free video editing program where you can export bmp stills of any frame. I've been using it for years. If you're trying to save stills from DVDs (Mpeg2), use theVirtualDub MPEG2 version.
