Some tripod allow the center column to be reverse mounted , then you can shoot down whatever laying flat on the ground.

I have built an adjustable black frame that i can place around the photo. I used 1X2 wood and then painted it black. I then mounted my camera over the photo with my tripod. I try to avoid using the zoom by adjusting the tripod. I turn off the flash and use sunlight for my lighting. The photos are easy to crop because of the black frame and the frame also allows me to square the camera to the picture. I do this only photos that will not scan. I use my HP S20 scanner whenever possible.

I agree with shooting the photos outdoors. I usually will shoot the photos or objects in diffused lighting and not directly under sun light. On a sunny hazy day would be perfect. Indoors the lighting is too difficult without flash unless you have special lights.
