Check out the Giottos MTL9351B you will also need to buy a head for it, ball head or 3 way pan head. Look for good offers at the moment.

The 9351B is the big brother of the 9251B, it adds the feature of the center column being able to move 180 degrees to get the style photography you require.

Manfrotto do similar products as well

I would get the one from that link, but it is non branded so I'm a bit nervous. I would prefer to spend under $200 but would go up to $300 if it was worth it.

You can change the leg angle of one leg on the Manfrotto 190XPROB to tilt the leveled center coulomb to an upward, or downward angle. :) I just bought one, and the quality is excellent! all most would ever want or need. B&H has it in a kit for $204, tripod, ball head, and case.
