I know that this exceeds, somewhat, the amount that you stated you were willing to spend, but I didn't think it would hurt to share this with you.

I had used a borrowed 'Walmart' tripod (owned by my brother), but had always wanted to have my own. I hadn't purposefully ventured out to spend what I did, but I (none the less) am very happy with it.

What I settled on was a Savage TWTG Twist-Grip Ball-Head Tripod. It set me back nearly $200 (including tax) from a local camera outlet, but I have since seen them as low as $150 (online). It weighs 8-lbs, and has proven to be a very sturdy - as well as positive locking (head & legs) unit. The legs are independent movers, and they each can be spread out for those really low shots.

It is a very well constructed unit, which means there is no doubt about my getting many, many years of above satisfactory usage out of it.
