I am interested primarily in video quality.

The Canonwebsite, concerningthe Elura 80, claims:

1/4.5-inch CCD, approx. 1,330,000 pixels
Effective pixels: tape: approx. 690,000 pixels (4:3)
approx. 920,000 pixels
16:9/Image Stabilizer Off)
card: approx. 1,230,000 pixels

And for the DC20 it claims:

1/3.9-inch CCD, approx. 2,200,000 pixels
Effective pixels (movie): approx. 1,230,000 pixels (4:3)
approx. 1,500,000 pixels (16:9 IS** OFF)
approx. 1,380,000 pixels (16:9 IS** ON)

The DC 20 is a few hundred dollars more than the elura,and if I am not going to film in widescreen.. it looks as if the video quality is the same?

It's odd to me, that the Elura 80 is a mini DV camera but the highest quality comes from using a card instead of the medium it was built for.
