I am wondering you would have any suggestions for me. A group of us are getting together and buying camera for a friend going into the Peace Corps. We aren't sure were she will be assigned and are a little worried that she might not have access to wall AC all the time and probably a camera that will take AA would be nice. However we would like her to be able to take nice pictures. Can you think of a high quality, rugged camera with an ability to take AA batteries?

It depends on how much you want to spend. The Pentax K2000 is a nice, smallish introductory DSLR that runs on 4 AA batteries. The camera/lens combination costs anywhere from $430 to $550. It takes wonderful pictures.

The Canon SX10is is an excellent ultrazoom camera which also runs on 4 AA batteries. Its price is about $350. Its picture quality is very good, though not DSLR quality.
