Are there any cameras with a flash good enough to work at 12-15 feet using an aperturee of f5.6 or f8? If not, what are some near misses?

I am not sure but think that the flashes on Fuji's S6000fd and S9100 have very powerful flashes which might pass your test. The former sells for under $350 after rebate. The latter is between $450 and $500 online. I have the S9100 and have been impressed by its flash.
