i'm looking for a budget camera for someone on my xmas list. it would need to have at least 4x zoom, the ability to control shutter speed and white balance, and decent pics and video. image stabilization would be nice, but isn't a must. i've actually been looking at various camera review sites and stores all night, but so far in the $150 and under category, i'm not finding anything. could stretch a little higher if there are no options at $150 and under.

I have no experience with it, but people here tend to recommend the Canon SX130 or sx150 for that price. I guess it's much bang for the buck.

Yep- I'd agree with Marcus. For the price range you suggest finding full manual controls isn't easy,but the SX130is delivers here,with HD video,12x zoom and image stabilisation.
