I'd probably narrow it down to the A530, DSC-s600 (or maybe W30), and the LZ3.
The LZ3 might not have the usable ISO range you want, but it's worth considering because it gives you optical image stabilization, which is amazing in that price range. The 6x zoom is also nice. The A530 probably comes cloest to doing everything you specifically mentioned well at a budget price. |

Definitely the A530, but the HP one is very nice. I usually don't say that for HP's, but its a very nice camera. Look around at Target they have it on clearance now for $169 when it was originally $299.
