there's no reason why a person can't learn on a better camera, and in many cases cheaper cameras have more stuff buried in the menus - it's easier to change things like ISO, white balance or modes when it's on the camera and not in the menus. i had a canon A620, and when i chose a fuji bridge camera to learn more about photography with, it was so frustrating trying to remember where things were in the long, complex menus that i ended up buying my first dslr, a canon 30D, which ironically was much easier to use.
