The Tamron 17-50 that mtclimber mentioned is an excellent lens, though it's not stabilized, and the version that is stabilized isn't as good. But if you use flash and don't need to shoot continuously, the lack of image stabilization won't matter.

But I think the XSi + external flash + Tamron 17-50/2.8 will bust your budget.
