Need waterproof camera for white-water kayaking. Would like to carry camera in my pfd where it will get wet constantly, and sumbmerged repeatedly, but not more that one or two feet or for more than a minute. Pictures taken will be ABOVE water, not under. I would like the camera to have mpeg capability as well.

You can obtain waterproof housings for many current model digicams, but that would probably make too bulky a package for your needs. The only three waterproof digicams that I am aware of are the Olympus Stylus 720 WR and the Pentax Optio W10 and W20.
The 720 WR is shockproof to 5 feet and waterproof to 1 meter for 1 hour. It has video, but it is limited to 15 fps. I think the only difference between the W10 and W20 is the addition of anti-shake and 7 MP on the W20.
