Yes, image stabilization is very nice to have on a super zoom. Those models might be good budget choices, though, if the price is right. But right now in the US, it looks like the Panasonic FZ7 is around the same price, with image stabilization and very good photo quality. And the Sony H2 isn't all that much more, and the one I'd likely prefer. Prices and availablity can vary in diiferent countries though.

Of the 2 you mentioned, I would lean towards the S5200. I think it takes a bit better pictures, though it does suffer some purple finging in very bright high contrast daylight photos, particulaly around tree branches. It was a bit cheaper here a couple of weeks ago, I think.
