I am looking for an inexpensive point & shoot camera for close-up work, specifically photographing insects. Does anyone know what models have the best close-up focusing ability? (Probably around 5 mega-pixels and less than $200).

By all means, check out the Fuji S700 forum here, lots of close up pics there, it also has a 10X zoom and is 7MP, I bought mine online for less than $200 great camera with great reviews

The thing is, whatever P&S you buy you wont get any real impressive macros out of the box.
What you need is a longzoomer with an additional closeup-lens (around $40 extra for a closeup-lens with good quality).
You'll be shooting almost DSLR-quality macros, but for very little money.

Take a look at the macro photos on my page, http://sebastianfoto.se/

Its in swedish, but just press the menus at top. "Småkryp" and "Blommor" have the most macros, since its "Bugs" and "Flowers" in english
All taken with a cheap Canon S3 and a high magnification closeup-lens.
You will never get pics like that with just a P&S and no attachments.

But it all depends on your needs of course, dont know how serious you are about the macroshooting, but P&S's often have very boring macromodes built in.
