Default What circular polarizing filter should I buy?

I see a wide price range for circular polarizing filters - $29 to $289 for a 58mm mount. I suspect the $289 model fits nicely on an L series lens, and the $29 is appropriate for a coaster (haha). What do I look for, by brand, price, or other specification, for a decent but affordable filter?

Tiffen HT c-pl if you are putting it on a L lens. Easiest to clean, and multi coated. Follow by the B & W.

29 is for the tiffen c-pl. They are pretty good, just do not shoot into a very bright background. You will get ghosting or flare. The less expensive multi coats like hoya hmc are very difficult to clean in the field. But handle the ghosting a bit better. I just make sure I do not point it into the sun or a strong light source.

A quality, double/multi coated filter from a name brand filter maker such as Hoya, B&W, Cokin, Tiffen, etc

One more thing. It is kinda important. Does you lens rotate when you focus or zoom. If so it makes it a better harder to use a C-PL. As you need to set it to 90 or 180 to get the desire polarization.
