Default should the casio go back?

I just bought a Casio EX -H10 for my teenage daughter. She wanted a 3 inch screen and a superzoom ability. I am concerned with some strange effects.
1. the camera is constantly making noise. While finding a subject, it just seems to be in constant focus/searching mode. Is that normal for the camera?
2. The lcd screen is very grainy. When the picture is taken, the image turns out quite clear, but when the shutter clicks, you would never think the image was actually in focus. The edges of the subject are very unclear, almost pixelated.

3. Huge time lag between shots. I am most concerned about this. Seems like 4-5 seconds in some cases.

I like the color quality, and some of the fun options, but I'm wondering if this is just a sub-standard piece of equipment. I also know that user error could be at play. Any ideas?
I appreciate your ideas.

Any suggestions for the best superzoom out there, under $200?
I enjoy my panasonic ZS1, but it's too large for my daughter to pocket around.

There is the Panasonic ZR1 that Costco has on special right now for $170.00. It has 8X optical zoom (25mm to 200mm).
