it is 700 dollars if you want to save some money and put the saving toward the ef 70-300mm which is 550 dollars

Just curious - why? You mentioned landscapes, portraits, night shots. The 70-300 is not good for any of that work.

It's a nice lens - but you can end up with expensive paper weights if you don't buy based on need. For example, a 430exII flash, or 85mm 1.8 lens or 50mm 1.4 lens would all seem like potential better fits for your stated needs.

If you are planning to get the ef 70-300mm IS USM, it make little sense to get the ef-s 55-250. It is not as fast as the 70-300, so it is not as good for action. But if you are not planning to take action, the 55-250mm is a good lens, at a good price.
