I do a lot of low light shots with all my cameras but have never used those high iso settings. For an inexpensive all around camera, I choose Lumix. Of course you can spend more to get better features., but i thought $300 was the range requested.

I don't have any problems with my ZS-3. I get some pretty fine shots with it. The term "low light" is relative to the shooter. Some folks say ANY indoor use constitutes "low light". It's pretty vague. So, I agree with Caryl. Chances are if you're looking for a compact P&S, you're not going for DSLR image quality so something in the ZSx series is just fine. There are PLENTY of shots taken with almost any camera you can think of.
