I use the viewfinder when it's bright or if live-view won't help me. i wish it could pivot sideways so i could get those over-the-head vertical shots easier. If I had to choose, I would pick live-view way over IS.
the difference is the a550 can phase detect autofocus in live view. which means it has fast AF in the live view mode.

none of these cameras can do this. which limits the usefulness of the live-view to the point of near uselessness.

so not comparing apples to oranges at all.

Frank-

In addition, the A-550 exceeds the OP's proposed budget. We have to be real in making suggestions.

It's difficult to restrain my enthusiasm tho. And of course, it's only a gift. Funny how when it's for ourselves, wants become needs and vice-versa for others. Personally, if I couldn't afford a dslr that would do everything I want (at this time), I would stay with p&s. Budgets are troublesome.

anything around the 400 range that would be a good option and would have image stabilization with live view? or is the a230 one of the best options in my range?

In that price range the Sony A-230 is your best choice.

Between the Oly implementation of LV (very pathetic) and the Sony excellent IBIS, I go for the Sony any time. I had the A200 (prior model to the one you're looking at) and really liked it. I'm not a big fan of LCD, so to me not having LV was not a big deal. Now, the E420 is much smaller than the A230 but if size is an issue, there are other options besides the E420.
