Default Good cheap camera for taking pics in dimly lit rooms?

I don't know much about cams which is why I came to this forum. I need a camera that does well in poor lighting; like if you're in a room and the sun is down outside. Mainly for taking pictures but HD video is nice. I don't wanna spend more than 250.

Any advice?

with or without a flash. If without a flash, there is really nothing that will perform decent in your budget.

The canon sd4000 is in that price range, and is decent with the flash. Other members will give other point and shoots that will perform well within flash range.

Canon SD4000, SX130is around $250 or

Kodak Z 950/915, $150/$100 approx, r gd options to look into.
