I haven't used flickr but in the past i have used photobucket, from what i can tell they are very similar .

Do you have any suggestions for good free photo editing software?

Many here will give you some ideas
I use PS Elements as a) it's very powerful while being inexpensive, and b) all the magazines offer PS/PSE tutorials etc etc

Useful free editors are Raw Therapee (which is good also for jpeg), Gimp 2 and Photoscape.
I use all three in conjunction with Photoshop CS.
